Ryan, 62, has already shown his tenacity in dealing with the seemingly impossible in his four years as a Portland city commissioner. Despite numerous roadblocks and limited support from the county, Ryan persisted in opening the first “Safe Rest Village” – an alternative homeless shelter with individual pods – in 2022. The city has since added six other similar sites that have delivered promising results in getting people permanently housed, and Ryan has continued to challenge the county for emphasizing permanent housing rather than more urgently addressing the crisis of people dying on Portland’s streets.
He’s shown his mettle in other ways. Early in his term, despite intense pressure, he voted against a proposal to slash $18 million from Portland Police – and had his house vandalized by protesters as a result. He has injected efficiency and accountability into city operations, both by starting the permitting streamlining process and ending a contract with the Regional Arts and Culture Council over significant red flags.
The next City Council will need not only that focus on accountability but also the guidance and experience of the only commissioner to seek re-election to the Council.
