Novick, 61, an environmental lawyer who served on Portland City Council from 2013 to 2017, did not have an overwhelmingly positive term in office. Despite his success in passing a new 10-cents-per-gallon gas tax to help maintain Portland’s deteriorating streets, he lost re-election to bookstore owner Chloe Eudaly – who, herself, would serve only one term.
But the “humility that comes with experience,” as he put it, helps make him a strong candidate for a second time around. He’s still a font of compelling policy ideas, but shows more patience and willingness to build public buy-in.
He urges pragmatic changes to ease the morass of regulations that different governmental agencies put on affordable housing projects. He also emphasizes how cleaning up Portland can bring some of the national investment dollars needed to break out of our housing crisis. But he also cautions leaders to level with the public about the extent of the problem the city faces in adding the housing we need. Leaders, he says, should stop promising that they will solve homelessness in four years.
He also is willing to call out flaws in programs he supports, as he did with the Portland Clean Energy Fund with some of its early mistakes.
