Penson, 54, brings to the table not only a lifelong connection to the district, but a deep understanding of city operations and its employees as the city’s People + Culture manager. Much of her career has been focused on how to make sure that communities of color – through programs for city employees, female entrepreneurs or youth – share in the region’s growth. That emphasis is especially important as the new City Council creates the procedures and structures for how government will operate. It is far easier to build inclusivity into the framework rather than add it on as an afterthought.

Twice elected to the Portland Community College board of directors, she also brings experience in multi-agency partnerships in tackling housing. PCC is working with Home Forward and the Native American Youth & Family Center to develop an 84-unit affordable housing complex located by PCC’s new “opportunities center” at 42nd Avenue.

But the region needs private development as well, she says. ... [S]he is pushing a back-to-basics message that calls for ensuring the city uses its existing dollars to boost safety and improve access to public spaces. Re-establishing the city’s reputation as a clean, safe place, she argues, is a pre-requisite to drawing private investment in the housing and economic opportunities needed for the city to fundamentally shift the unaffordability dynamic.
